The design views the former police headquarters as a historically charged site and a symbolic structure of democratic memory. The goal is to transform it into an open, public cultural forum that fosters transparency, participation, and dialogue. The Kulturforum forms the urban terminus of a central green space and enhances the public connection between the city center and surrounding neighborhoods. The new structure remains intentionally modest in height and volume, complementing rather than competing with the landmark building.
